This plan is a regional strategy document related to tourism development in 13 provinces in the development triangle area (DTA) of Cambodia, Laos and Vietnam including: Ratanakiri, Stung Treng, Mondulkiri, Kraté (Cambodia). ; Attapu, Salavan, Sekong, Champasak (Laos); Kon Tum, Gia Lai, Dak Lak, Dak Nong, Binh Phuoc (Vietnam). The DTA area has rich and unique natural and cultural resources, most of which are still untouched and unexploited and have not been commercialized. The CLV DTA area is also home to many important cultural heritages, including 2 world cultural heritages recognized by UNESCO: 1 tangible cultural heritage (Wat Phou, Laos) and 1 cultural heritage intangible (Space of gong culture in the Central Highlands of Vietnam); many other heritages, monuments, festivals and unique ethnic minority community culture.


Currently, the new CLV DTA attracts a relatively modest number of tourists compared to other regions of the three countries. The total number of international visitors to the region in 2018 reached only 1.5 million. The system of technical facilities of the CLV DTA is still poor. The largest number of accommodation establishments are located in the provinces of Vietnam and Champasak of Laos. The largest number of tourism workers in the region is in the provinces of Vietnam with more than 8,700 people. The provinces of Laos have about 3,600 people and in the provinces of Cambodia there are only about 2,800 people, the quality of local labor is still very limited. This is one of the biggest challenges for tourism development in the CLV DTA.

Specifically, by 2025, international tourists to the provinces of the CLV DTA will reach 3.3 million arrivals, achieving an average growth rate of 14%/year. The system of material and technical facilities has been gradually improved, with 2-3 hotels/resorts from 3-4 stars in the tourist centers of the region; standard homestay system to serve tourists.
